Vanuatu has launched its first Foreign Investment Promotion Strategy for 2026–2030, setting out a framework to attract and retain foreign investment, support private sector growth and create jobs as the Pacific island nation seeks to strengthen its economic resilience.
The strategy, launched by the Vanuatu Foreign Investment Promotion Agency (VFIPA), outlines priorities for investment promotion, policy reform, investor services and targeted sector development. It is aligned with Vanuatu 2030 – The People’s Plan, the country’s national sustainable development framework.
The strategy aims to position Vanuatu as a competitive and responsible investment destination while ensuring foreign direct investment contributes to inclusive and sustainable economic growth.
VFIPA chief executive Raymond Vuti described the launch as a milestone for the agency and the country, saying the strategy reflects a shared vision of building an investor-ready economy.
He said the framework would guide the agency’s work with government and private sector partners during implementation.
The strategy was developed through consultations involving government agencies, private sector representatives, provincial authorities, civil society and traditional institutions.
Vuti credited Carlos Griffin with leading and coordinating the national consultation process, saying his work helped ensure the strategy reflected the priorities and concerns of Ni-Vanuatu communities.
The Ministry of Trade and Commerce provided policy guidance during the strategy’s development, while the Vanuatu Aid for Trade Management Unit supported efforts to advance investment and trade reforms.
The Enhanced Integrated Framework provided financial and technical assistance for the strategy’s design, consultations and publication. The World Association of Investment Promotion Agencies also contributed technical guidance to align the framework with international investment promotion practices.
VFIPA said the strategy would strengthen its capacity as the country’s lead agency for foreign investment facilitation and support efforts to attract responsible investment that generates long-term economic opportunities.
The agency did not specify investment targets or sector-specific priorities in its announcement.
